The EU Capped Retinol at 0.3% โ€” What the Rule Changes About an Evening Routine

If you buy skincare in Europe, the retinol section changed underneath you. Since 1 November 2025, a cosmetic product cannot be placed on the EU market with more than 0.3% retinol equivalent in a leave-on or rinse-off product, or more than 0.05% retinol equivalent in a body lotion. Stock already in the supply chain gets until 1 May 2027 to clear. The rule is Commission Regulation (EU) 2024/996, and the interesting thing about it is why it exists โ€” the reasoning has nothing to do with what retinol does to your face, and it changes how an evening routine is best built around whatever concentration you own.

What the regulation actually restricts

The entry covers retinol, retinyl acetate and retinyl palmitate together, and it caps them as a group. Two maximum concentrations apply in the ready-for-use preparation: 0.05% RE in body lotion, and 0.3% RE in other leave-on and rinse-off products โ€” which is where face creams, serums, eye products and hand creams sit. Products at or under the caps also carry a required warning on the label: "Contains Vitamin A. Consider your daily intake before use."

That sentence is the tell. It is not a warning about irritation, sensitivity or sun. It is a warning about intake, which is the language of nutrition, not of topical tolerance.

The reasoning is systemic, not dermatological

The restriction follows a Scientific Committee on Consumer Safety opinion on vitamin A in cosmetic products. The committee's concern was aggregate exposure: vitamin A reaches the body from food, from supplements and from every cosmetic product containing it at once, and the European Food Safety Authority sets an upper daily intake level of 5,000 IU for adults. The SCCS estimated that in an extreme scenario, vitamin A from all cosmetic products together โ€” including lip products, which are partly ingested โ€” could contribute about 4,855 IU a day, roughly 97% of that upper limit on its own.

The committee then concluded that 0.05% RE in body lotion and 0.3% RE in face and hand products, leave-on and rinse-off, are safe use levels. The target of the exercise was the most exposed slice of the population โ€” the committee worked with roughly the top 5% โ€” not the average user.

Why body lotion is capped six times lower than face cream

This is the part that confuses people, because it looks backwards: the thinner, less active product has the stricter limit. The logic is surface area and quantity. A face serum is applied to a few hundred square centimetres in amounts measured in fractions of a gram. A body lotion goes over most of the body, several grams at a time, often daily. Same percentage, far more molecules crossing in.

So the two numbers are not a ranking of how strong each product is allowed to be on the skin. They are a single systemic budget, split according to how much product ends up on you. Once you see it that way, the practical implication is straightforward: a face product and a body product are not interchangeable, and using a 0.3% face formula as a body treatment is exactly the scenario the lower cap was written for.

"Retinol equivalent" is not the number on the front of the bottle

RE is a common currency. Retinyl acetate and retinyl palmitate are esters โ€” they carry retinol plus an attached fatty acid, so a given weight of ester contains less retinol than the same weight of retinol itself. Expressing everything as retinol equivalent lets a regulator add up different vitamin A forms in one product, and across products, on a single scale.

For a shopper this means two things. A label saying "1% retinyl palmitate" is not the same claim as "1% retinol", and it is not automatically outside the cap. And a formula containing two vitamin A forms is counted as their sum, not by whichever one is listed first. If you want to know where a product sits, the concentration in RE is the figure to ask about โ€” the marketing percentage on the front may be measuring something else entirely, in the same way the percentage on a hyaluronic acid bottle is counting something other than what most people assume.

What this does not mean

It is not a ban, and it is not a verdict that higher concentrations are dangerous on skin. The EU restricted an ingredient on aggregate-intake grounds, which is a different question from topical tolerability. It is also territorial: the caps govern products placed on the EU market. A product bought in the United States, Korea or Japan is regulated by that market's own framework and may sit above 0.3%.

Prescription retinoids are a separate category altogether. They are medicines, not cosmetics, and nothing in a cosmetics regulation applies to them. If your skin concern is a diagnosed condition, that is a conversation for a dermatologist rather than a shelf comparison.

Where retinol sits in an evening routine, and why

Given a fixed concentration, the variable you control is context. Three things about placement have a defensible reason behind them.

  • Onto clean, dry skin. Damp skin is more permeable, which raises delivery โ€” useful for a humectant, unhelpful for the ingredient you are trying to introduce gradually.
  • After cleansing, before heavier occlusives. A rich cream layered on top slows water loss without changing the retinoid's chemistry; the reverse order mostly reduces how much reaches the surface.
  • At night, not because light destroys it on your face, but because the daytime slot is the one that has to be a sunscreen film. The order questions that do have measurements behind them are collected in the layering order article.

Frequency, and what to leave out of the same night

Frequency is the dial, not the percentage. Starting at two nights a week and holding there until the skin is uneventful for a couple of weeks before adding a third is a slow schedule, and slow is the point โ€” the alternative is a fortnight of visible dryness followed by abandoning the product. Nothing about the cap changes this; a 0.3% product used four times a week delivers more vitamin A than a 0.5% product used once.

On nights you use it, the case for stacking is weak. Direct acids in the same routine, a scrub, and any device that abrades the surface are all doing the same job of increasing turnover, and doing several at once mostly produces irritation rather than results. A barrier-supporting layer instead is the better use of the slot โ€” what a repair mixture needs in order to work is set out in the 1996 lipid study, and on a very dry night an occlusive over the top is the low-risk option we looked at in the slugging piece.

The morning after is part of the routine

Retinoids increase the rate at which the surface renews itself, and a newer surface is a less weathered one. Sunscreen the next morning is not an add-on to a retinoid routine; it is the half of it that runs in daylight. Applied at the quantity used in testing, it is also the single step most people under-apply, which is the practical reason a well-built evening routine can still fail to show a result.

If a routine has to be cut down to what is defensible, it is short: cleanse, retinoid at a frequency your skin is quiet at, something that supports the barrier, and sunscreen in the morning. The rest is preference.
